"The General Assembly declares it to be in the public interest to provide (a) for the conservation of the soil, soil resources, water and water resources of this State, (b) for the control and prevention of soil erosion, (c) for the prevention of air and water pollution, and (d) for the prevention of erosion, floodwater and sediment damages, and thereby to conserve natural resources, control floods, prevent impairment of dams and reserviors, assist in maintaing the navigability of rivers and harbors, conserve wildlife and forest, protect the health, safety and general welfare of the people of the State."  This is the first paragraph of the Declaration Policy in the IL Soil & Water Conservation District Act.  It establishes what the General Assembly expects of Soil & Water Conservation Districts.  SWCD Directors are responsible for fulfilling the Declaration of Policy."The governing body of the district shall consist of 5 directors, who shall be owners or occupiers of lands within the district in which they serve."
